On May 30th at approximately 5:45p.m. Hamden Police responded to the Farmington Canal Trail on the report of indecent exposure.

Hamden Police received information from a 27 year-old Meriden resident that was riding her bicycle on the trail. She advised police that while riding her bicycle, she observed a male, seated on a bench with his genitals exposed.

Officer Darryl Cargill arrived at the trail and began searching for the individual. He was approached by a “jogger” who stated that a male was seated on a bench “playing with himself.” Officer Cargill subsequently located the individual, Francis Keen, who was fully exposed. Several young children were in the immediate area with their parents at the time.

Hamden Police arrested Francis Keen, 63, of 104 Haven Street, New Haven. He was charged with Public Indecency, Risk of Injury to a Minor and Breach of Peace in the 2nd Degree. Keen, who was detained on a $50,000.00 bond, is scheduled to appear in Meriden Superior Court on June 13th.

A State Police Record Check revealed that Keen is a registered sex offender.
